The quest below is applicable to those who want to be able to sail (or build) a clermont ship.
For example bilbao may be slugguish and/or all ports may stagnating right now, but it doesn't matter.
What really matters is the industrial revollution status.
Look for the industry revolution sign to the left of your nation's city name (industrial port):
Industrial cities are:
In Bilbao (my case), go into the factory, and talk to the steam engineer who stands beside the smelting furnace. The quest will start.
Enjoy building (and using) Clermont ships at the steam engineer.

Step 1: Check Industrial Revolution Status
First of all, you have to finish the quest chain to unlock clermont (steam ships). This quest is necessary for you to build or use a steam ship.This quest does not require you to have the levels to sail a clermont.Whenever you go into Seville, Lisbon or London or other capital city... click Business Mediator and check IR status at the nation status button.

Step 2: Go to your industrial port/city
If my nation is Spain, I have to start at bilbao.In Bilbao (my case), go into the factory, and talk to the steam engineer who stands beside the smelting furnace. The quest will start.
YOUR CITY MUST BE IN INDUSTRIAL REVOLUTION STATUS (Step 1). Or there will be no factory...
Step 3: Go to Lubeck
Talk to the Shipyard master.Step 4: Meet a steam engineer.
Any steam engineer will do (any industrial port):- Rotterdam (The Netherlands)
- Portsmouth (England)
- Le Havre (France)
- Bilbao (Spain)
- Viana do Castela (Portugal)
- Cattaro (Venice)
Manchester is not listed!
Step 5: Go to Boston
Go to Boston's academic association and talk to Franklin.Step 6: Meet a steam engineer (again).
Any industrial port engineer will do, regardless of nationality. Now your steam quest is completed.Enjoy building (and using) Clermont ships at the steam engineer.
