Yes there is a quest to complete before you can enter it.
Requirements
To access St Petersburg you need:- Northern Europe Port Permit
- Start the quest “Delivery Request to the capital of Russia” at Stockholm.
Note: You don't need to have any age title equipped or the "ARC" Language to get this quest.

Charting the Baltic Sea is NO LONGER REQUIRED. Don't even need to talk to mercator about it.
Trade fame: Probably not a requirement anymore. 6k trade fame was confirmed to be enough (Thanks to ScytheRK) and some claim 3k trade fame was enough.
Equip the Merchant graduate title if you have it to increase the number of quests available. Use QMPs if you need it.
Step 2: This is where most people make a mistake. You have to talk to the business mediator again.
So you have to close the dialog box (Or hit ESC) and talk to him again so you get the quest dialog box)
Step 3: Go to St. Petersburg and follow along the story. Speak with the sailor.
Step 4: You will be called to the palace. Talk to Walter at the palace. It doesn't matter what you answer, the result will be the same.
Step 5: Talk to the young man at the Harbour
Step 6: Talk to Walter
Step 7: Talk to the noble at the palace
Step 8: Report the quest at Stockholm or at your favorite barmaid or barguy :)

Scholar
Once you are in St. Petersburg remember to talk to the scholar and get 1 additional skill slot.City Official
The city official also has some nice rewards including:- Your recipe book will be upgraded to 11 recipes (for Traders)
- Extra slots for Captain's Bag and Binder (for Adventurers)
- Extra Forte Slot (For Maritimers)
The rewards are tied to your level (Adventure, Trade or Battle) and are supposed to trigger at 76+.
Shipyard
St. Petersburg has the only shipyard in the world that can take your ships to G7 or G8.
Guilds
This city has the only guilds in the world capable of refining your skills.

You definitely don't need 10k trade fame. I just got this quest on my alt, 0 QMP, as a student with only 6k trade fame (18k total).
