Step by step guide 

Speak with the Naval Officer in:

1. Seville outside the maritime guild.
2. Marseilles outside the maritime guild.
3. London outside the maritime guild.
4. Amsterdam outside the maritime guild.
5. Venice outside the maritime guild.

It does not matter in which order they are done!

Since this is a timed quest, you cannot use the Calais-Paris carriage route. Your have to sail around Europe to get to your destinations.
