Agents
Those who are under the service of their nation are called "Agents" and receive a green colored name to differentiate them from commoners ("Whites").Requirements
- Court rank "Lower 5th Knight" Rank or higher.
- 10th Warrior Class if you are an Ottoman player.
- Not a Pirate.
- Member of your nation's Royal Fleet.
Benefits
- May attack license holders from other nations in hostile waters.
- Amount of notoriety earned is increased.
- Rewards from your nation based on the amount of merits you obtained.
- Receive special titles and nicknames.
- Help you and your nation earn nice perks per sea region.
- Pirates don't receive notoriety points for sinking agents.
- Penalties from defeat in sea battle are balanced between license holders.
Cons
You cannot attack a fleet that has a fleet member from your nation. In another words you cannot pirate. However, you may still be a privateer.
You may not change to a different type of job or you will not earn performance:
Applying to a License
Go to your capital city's Palace (or equivalent governor building) and talk to the Commercial Battle Secretary NPC:
If you choose to return the license you will lose merits:

Obtaining Merits
You need merits to obtain the rewards above:
- Trade
- Donations (Investment)
- Requests from Guild
- Sea Battle (Including privateer acts)
Titles
Titles are award automatically when you get your license to a certain rank.
Please note that when you earn a new title the previous one becomes obsolete and will give you no bonus.
Veteran Agent (License rank 3)
Effect: 10% extra merit.
Master Agent (License rank 4)
Effect: 20% extra merit.
Great Agent (License rank 5)
Effect: 30% extra merit.
