Ports in UWO are divided in two groups: The ones you can invest (Nation's capital, territories and "neutral" ports) and the ones you can't (Other nation's capital and territories).
Note: There are NPC capitals that are investable and you can always defect to another country to have your investment in the country you defected to.
However, today's article is about special territory and colonies. The ones that require more than traditional investing (Gold) to achieve a certain status like:
- Academic Capital
- Commerce Capital
- Military Capital
- Central Capital
Each of these special cities have a special parameter like:
- Culture Level
- Commerce Level
- Armament Level
That needs to be increase to achieve the desired city status.
But why not just invest? What do we gain from it?
Benefits
Developing these national colonies will give perks that normal investing will not.
Please note that some development (normal investment) level is needed to achieve maximum status (Not the case for the fully invested Maris server).
Personal Dock
You may buy a personal Dock, capable of accommodating up to 5 ships. Talk to the Dock Manager at the Shipyard (It costs 5m Ducats and 50 Patriot Awards).
Ships at the Territory's Dock will be gradually repaired.
They may be transported to any City/Town and Company Colonies (Port Official's Dock option).
The Dock's capacity may be expanded using the "Dock Storage Expansion" item
You can continue using the Dock even if the Territory loses Central Capital status.
Be careful if you defect
In case of Defection, you'll need to regain Dock access rights. If you defect to the Ottoman Empire, talk to the Dock Manager at the Istanbul Shipyard.

Other perks
Central City will have new Recipes, NPCs, Items, and Trade Goods that are exclusive to this status.
- Increased amount of Items/Goods available in the Item Shop and Market.
- Increased number of Ships that can be built.
- Increased number of Ship Materials and Items that can be produced.
- Increased number of Treasure Maps that can be found in the Archives.

The following territories are considered somewhat neutral and can be improved by anyone and are generally considered "Adventurer's territories", as they unlock particulary useful things for this class.
Note: Players from ANY nation can make investments or contribute to its development.
- Ternate (Southeast Asia)
- Ambon (Southeast Asia)
- Lima (West Coast of Latin America)
How to develop the territory?
It is particulary hard and time consuming to try to do it on your own. Ideally you will join forces with other players from your country (If national territory) to achieve this status.
I'll give specific advice further below but in general:
Increasing Culture points
Present one of the Discovery Cards you own.
This action can increase Culture Points. Each Territory has a different list of Discovery Cards you can present, which changes over time.
Donate one of the ships you own depending on the type of ship you donate.
Supply one type of Item/Trade Goods you own depending on the type of Item/Trade Good you supply. Each Territory has a different list of Items/Trade Goods you can supply which changes over time.
Increasing Commerce points
- Donate one of the ships you own depending on the type of ship you donate.
- Supply one type of Item/Trade Goods you own depending on the type of Item/Trade Good you supply. Each Territory has a different list of Items/Trade Goods you can supply which changes over time.
Increasing Armament Levels
- Donate one of the ships you own depending on the type of ship you donate.
- Supply one type of Item/Trade Goods you own depending on the type of Item/Trade Good you supply. Each Territory has a different list of Items/Trade Goods you can supply which changes over time.
Development restrictions
- You cannot perform the same type of action consecutively. You need to port reset (sail around for a while or visit another Port before being able to perform the same action again).
- Points increased by your actions might not be reflected immediately but will show up within an hour.
- The delivery cap is at 50 combined per players who did it, per hour cycle. So spread your contribution and invite friends to help.
- The Culture Level, Commerce Level, and Armament Level of a Territory cannot surpass the Development Level of that Territory.
Specific advice for each port
Commerce:
Most prefer Jewelled turbans (5 at a time) delivered to all.
Culture:
Most prefer Amulet of a greek god or Greek Goddess Amulet (Except Ambon and Ternate), as they are cheap and easy to get. Hindu God Amulet or the Hindu Goddess Amulet for Ambon and Ternate.
Armament:
Most prefer Weathered Rosewood Plating for Cayenne, Caracas and Willemsted and Hardened Rosewood Plating for Grand Cayman, Trujillo, Pernambuco.
Large Extra Spanker for Lima, Ambon and Ternate.

How does the city status change?
It changes every Monday at 11:00 a.m. (Server Time). If your Character is within a Territory at the time of assessment, you must exit the Territory and re-enter it to observe the reflected changes.
When a Territory becomes a Central Capital, a deduction of 100 points will be applied to its Culture, Commerce, and Armament Levels every Monday at 11:00 a.m. (Server Time) as well.
For real-time updates on the current Culture, Commerce, and Armament Levels, as well as the status of the Territory, simply engage in conversation with the City Officials in each respective Territory.
