Did you try to enter San Francisco and received a message saying you don't have enough knowledge of the age?
Yes there is a quest to complete before you can enter it.
Update: Ligurian sea charting is no longer required (Check the port permit above for charting requirements).
Equip the Adventure graduate title if you have it to increase the number of quests available. Use QMPs if you need it.
Step 2: Go to the tavern and talk to Justine (Marseille).
Step 3: Talk to the Merchant GM at the merchant guild (Still at Marseille).
Step 4: Go to the landing point "North America West Coast" (Not San Francisco!) and talk to Justine at the entrance. (Yes you can use the Panama channel route)
North America West Coast is just north of San Francisco.
Step 5: Follow Justine north east and keep talking to her until she decides to leave for San Francisco.
Step 6: Go to San Francisco and talk to Justine (2X). First at harbor and second time near bank.
Step 7: Report the quest at at your favorite barmaid or bardude. Or sail back to Marseille and report it. That's your choice!
Tip1: Use your 19th age title (If you have one) at the shopkeeper to buy things to Annie, the barmaid.
Tip2: To discover Sacramento, and complete the cross a continent route, you need to take the train from omaha first. You can't get there from San Francisco's carriage (at the first time).

Benefits of unlocking San Francisco
Trade Route to EA
One of the most popular trade routes to East Asia.
Gold Mining
Mine at North America West Coast and appraise at San Francisco. You can trade your new found golds for stuff like a Large Storm Sail (LSS).
GMs (Rumor)
I heard this rumor about guildmasters giving nice rewards:- Your recipe book will be upgraded to 11 recipes (for Traders)
- Extra slots for Captain's Bag and Binder (for Adventurers)
- Extra Forte Slot (For Maritimers)
The rewards are tied to your level (Adventure, Trade or Battle) and are supposed to trigger at 81+.
These are benefits given to people with level 90+ (Unrelated to San Francisco):
Nanban Goods
Job Change & Archives (Scholar)
Nice perk for those have already procured goods to take to EA. Now they can just switch jobs to get the skill needed (for nanban trade) as favored. Just go to San Francisco collective guild!
In a round nanban trip you may complete a simple oxford thesis like "Scholarship Orientation" 4 (four) times.
